Japanese destroyer to-day fired on Chinese customs

cruiser, incident reported fully in Commodore Hong

Kong's message No.2237/11 to admiralty. There is

no doubt in mind of Commodore and self that Chinese

vessel was well within three-ile-limit when fired

upon.
